Most universities in norway are tuition free. And you can work for a maximum of 20 hours per week as a student. I have carried out a research and found out six(6) universities in norway that are tuition free. Below are those universities and their websites:

SCHOLARSHIPS AVAILABLE FOR STUDY

Year in year out thousands of scholarships are given out to aid international students pursue the study abroad. Most of these scholarships are given by organisations like unicef, commonwealth, ptdf(nigeria) etc. At times the government, in the case of Australia, Germany, France etc.
So if your aim is to study abroad, nothing on this planet can stop you from achieving that! Just be focused, prepare in advance so you always meet the deadline, and if you don't have the means, make sure you apply to as many scholarships as possible. If you put all these things into practice, you will definitely come back to thank me because success will definitely be your portion. I will be posting scholarships here soonest! Australian universities are ranked one of the best in the world. They have good structures, sound lecturers and a very conducive learning environment! Courses offered ranges from medicine, engineering, law, architecture, nursing etc. Here's a list of best universities in Sydney
Tuition fee is relatively high compared to some european universities. It ranges from $6000 to $28000 per session. But do not be scared by the figure as the government has made loans, bursaries and scholarships available for international students. STUDY IN FRANCE

Studying in France is extremely very cheap. For as low as $400 you can pay tuition for a session. Very cheap indeed! So what are you waiting for? If you are looking for undergraduate study in france, you have to apply through the french consulate in your country. But if you want a post graduate or post graduate study, you apply to the individual universities in france. Don't forget that you need your transcript, results, statement of purpose to apply. But you don't need Toefl as you will be expected to undergo language training when you get to france and that will cost you roughly $500.
But if you know french already, you will not undergo the language training anymore. Below are selected list of public universities in France that offer qualitative education for as low as $400 per session.
